Residents of Cary, North Carolina, now have a permanent leader for their municipal government. Russ Overton was officially sworn in as town manager on Thursday, a move that ends his interim tenure which began in December of last year.

Overton assumed the position following the resignation of former town manager Sean Stegall. Stegall stepped down after being placed on leave amid financial issues and concerns regarding a culture of excessive spending. Overton has led the town through subsequent audits and investigations since taking over.

The town council voted to confirm Overton rather than conduct a national search for a new candidate. Councilmember Carissa Kohn-Johnson defended the choice, stating that continuity is necessary to maintain stability and deliver expected services. She noted that some believed a fresh start was required, but the council prioritized internal knowledge of the community.

Overton will earn an annual salary of $344,000. His contract became effective immediately following the council vote on Thursday. He received a round of applause during the ceremony and expressed pride in the team's accomplishments. "I believe our best days are ahead of us," Overton said.

Mayor Harold Weinbrecht described the past eleven months as difficult for the organization. He argued that the town needed a leader who knows Cary very well to keep it a top-tier community. Weinbrecht cited Overton's track record and local knowledge as key factors in the selection process.

The council also highlighted upcoming financial measures. These include reviewing town credit card purchases, reinstating an internal auditor position, and strengthening oversight of town finances. These steps follow recommendations from a recent audit.

Kohn-Johnson told residents to expect closer scrutiny of spending and policy. She said the council will question every expense and ensure that staff and council behavior align with established policies. "There's going to be absolute concerted effort for us to question every spend," she said.
