Three tankers carrying Russian diesel have departed for North America, according to Russian Deputy Prime Minister Alexander Novak. The vessels are part of a specific arrangement allowing Russian companies to supply 500,000 metric tonnes of fuel to US and global markets in October. Novak stated that the first three ships are already traveling toward the eastern coast of the Atlantic Ocean with support from the Russian Direct Investment Fund.

The agreement was announced this month by US President Donald Trump. Under the deal, Russia agreed to supply diesel to world markets to help lower fuel prices. In exchange, Trump agreed to temporarily lift US sanctions on Russian fuel. Reuters reported that one of the vessels, the Malta-flagged tanker Agioi Fanendes, is loaded with ultra-low sulphur diesel. The ship is expected to reach the United States on 7 November.

The fuel shipments coincide with a separate diplomatic development in Ukraine. The White House announced that Russia and Ukraine agreed to a ceasefire in the Russian-occupied city of Oleshky. Military operations in the city will halt starting 27 October. This pause allows for the delivery of aid and preparations for evacuating civilians. Both Russian and Ukrainian officials stated that all sides are close to agreeing to a broader ceasefire.

Oleshky, located in southern Ukraine, has been under Russian occupation since February 2022. Residents have described worsening conditions, including severe shortages of food, water, and electricity. An estimated 2,000 people remain in the city. Some residents are reportedly surviving on weeds, boiled grass, bread, and small rations.

The United States is organizing fresh talks to end the war. Ukrainian President Volodymyr Zelenskyy said on Friday that negotiators from Ukraine, Russia, and the US agreed to hold technical-level meetings in the first half of November in Abu Dhabi. A US official noted that the three countries might meet again in a couple of weeks, either in Abu Dhabi or Switzerland. Zelenskyy expressed hope that a meeting of the countries' leaders would follow.

This diplomatic push follows a recent rift between Washington and Kyiv. Trump implemented limits on the Starlink communication system that Ukraine uses for defense. He said on Friday that if Ukraine still had trouble accessing the system, he would resolve it, potentially raising it with SpaceX CEO Elon Musk. In Europe, EU leaders pressed UK Prime Minister Andy Burnham at a Brussels summit to contribute more to Ukraine's defense. The UK government is due to present its first budget under Burnham's leadership next week.
