The 2027 open enrollment period for Affordable Care Act health insurance begins on November 1 in most states. Shoppers are facing a combination of rising premiums, stricter identity verification, and a reduced pool of available agents. Idaho, Connecticut, and Massachusetts launched enrollment earlier, while other regions have allowed preliminary rate checks.

Enrollment numbers are projected to decline following the expiration of enhanced subsidies at the end of 2025. The Trump administration cited this drop as a success of its fraud reduction efforts, including an August cancellation of policies for 760,000 enrollees suspected of improper sign-ups. While a small number of those individuals have regained coverage, the overall trend points toward fewer participants in the marketplace.

The Centers for Medicare & Medicaid Services introduced new rules for consumers using agents in the federal marketplace, which serves 29 states. These changes require a one-time confirmation code to authorize an agent. Consumers deemed high risk, such as first-time applicants or those with monthly premiums of $30 or less, must verify their identity through a third party like Experian. Joshua Brooker, a Pennsylvania insurance agent, warned that up to 20% of consumers may face these extra steps, potentially causing some to give up on coverage.

A September rule also placed a moratorium on newly registered brokers. Agents not registered with the federal marketplace in 2026 cannot assist with 2027 enrollments until at least February. Jason Fine, a Florida broker, noted that this limits staffing options for small agencies, which often rely on seasonal hires. He suggested the rule may inadvertently benefit larger call centers that maintain full-year staff. Agent groups have pushed back, with the National Association of Benefits and Insurance Professionals filing a lawsuit on October 15, and Health Agents for America seeking a restraining order on October 21.

Premiums for 2027 are expected to rise by 15%, slightly lower than the 26% increase seen last year. Louise Norris, a health policy analyst, stated that overall affordability will remain similar for many due to subsidies, though higher earners have lost support entirely. Subsidies are income-based, cutting off for households earning more than four times the federal poverty rate, which is $63,840 for a single person in this cycle.

The out-of-pocket maximum, the most a consumer pays before full coverage, will increase by 13% in 2027. This limit will reach $12,000 for individuals and $24,000 for families. Experts advise consumers to compare plans rather than allowing automatic renewal, as costs and coverage details change annually. Several insurers, including Cigna, have reduced their presence in certain areas, making comparison shopping essential.

The One Big Beautiful Bill Act restricts subsidy eligibility for many lawfully present immigrants, including H-1B visa holders and refugees. Only green-card holders, specific Cuban and Haitian immigrants, and citizens of Micronesia, the Marshall Islands, or Palau retain access to ACA subsidies. Consumers are urged to contact agents early, as appointment slots may fill quickly due to the limited number of eligible brokers.
